Where the Data Comes From

Every recorded floor, committee, and subcommittee vote on Second Amendment-related bills in the Tennessee 114th General Assembly (2025–2026), for both chambers. Bills are classified as pro-2A (expanding the right to keep and bear arms) or anti-2A (restricting it, or blocking constitutional challenges to gun laws).

How Each Action Is Judged

• Pro-2A action: voting Aye on a pro-2A bill, No on an anti-2A bill — or asking to be recorded as objecting when 8 pro-gun bills were killed in the Senate Judiciary Committee on 3/23/2026.
• Anti-2A action: voting No on a pro-2A bill, Aye on an anti-2A bill — or being present in the Senate Judiciary Committee on 3/23/2026 and not objecting while 8 pro-gun bills were killed without a vote.
• PNV: Present & Not Voting — a dodge. Earns one quarter of the credit of a pro-2A action.
• Not scored: a few votes are shown but excluded from scoring — e.g. the SB 1747 floor vote (taken after the bill was amended) and floor votes against SB 0034 where credit was not assigned.

The Score

Sponsoring counts heavier than voting: each pro-2A bill sponsored counts as 3 pro-2A actions in the tally. Sponsors are marked with a ★.

Base score = 100 × (pro-2A actions + sponsorship actions + 0.25 × PNV) ÷ (all scored actions, including sponsorship actions).

Extra bonus: +10 for getting a major pro-2A bill passed or equivalent extraordinary effort; −25 for killing 8 pro-gun bills in committee. Scores can exceed 100 — champions earn extra credit.

Grades: A+ ≥ 100 · A ≥ 92 · A− ≥ 85 · B+ ≥ 78 · B ≥ 71 · B− ≥ 64 · C+ ≥ 57 · C ≥ 50 · C− ≥ 43 · D ≥ 35 · F < 35.

Legislators with very few recorded votes can score high or low on a small sample — the Pro/Anti/PNV columns show how much each grade is based on.
